Federal Civil Service Faces Challenges as 40 Directors Fail to Qualify for Permanent Secretary Roles
A significant portion of directors in the federal civil service has not passed the recent qualifying examination for appointment as permanent secretaries. The Nation reports that out of 92 directors who took the exam on May 27, 2024, 40 scored below the 50 percent mark, failing the test.
In addition to the 40 failures, three directors were absent, and one could not complete the examination. This examination is a crucial part of the process for appointing new permanent secretaries to address current and upcoming vacancies in various states, including Akwa Ibom, Anambra, Bauchi, Ebonyi, Jigawa, Ondo, Zamfara, and regions in the South-East and South-South.
Under the leadership of Folashade Yemi-Esan, the Office of the Head of Civil Service has been working to fill these vacancies through a stringent selection process. Eligibility criteria for the permanent secretary position include reaching the position of substantive director on salary grade level 17 by January 1, 2022, updating records on the IPPIS Verification Portal, being from specified states or geopolitical zones, and not retiring before December 31, 2025. Officers currently facing disciplinary actions are excluded from the selection process.
The next stage of selection will involve an ICT-based assessment, according to a memorandum from the Office of the Head of Service dated May 28, 2024. This move comes as the federal government strives to address ongoing and future vacancies within the federal civil service.
Folashade Yemi-Esan, the Head of Civil Service of the Federation, previously detailed the selection process in a circular sent to key government officials, including the Chief of Staff to the President and the Secretary to the Government of the Federation. The circular emphasized the importance of meeting eligibility requirements and maintaining a clean disciplinary record.
