The Senate President Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 10:58am today Wednesday may 11,2022.
CLOSED DOOR SESSION
The Senate moved into a closed door session at about 10:59am.
Senate resumed plenary at 11:31am.
The Senate President Ahmad Lawan reported that the Senate in a Closed Door Session deliberated on issues bordering on the workings of the Senate in particular and National Assembly in general.

Senate President Ahmad Lawan announced Senator Danjuma Laah as the new Deputy Minority Whip of the Ninth Senate.
POINT OF ORDER
Senator Emmanuel Bwacha cited Order 42 to inform the Senate on the disruption of peace by bandits in his Senatorial District, Southern Taraba.
“I want to sympathize with your Senatorial District for the attacks and loss of lives. Let me also say that the military are doing their best. We should continue to support them in whatever way possible. Here in the Senate and National Assembly, we have been appropriating funds for our Armed Forces and I believe this administration has provided more resources to our Armed Forces to fight insecurity in the country more than any previous administration. So we will continue to give them support and I also urge Nigerians to continue to support our Armed Forces even though they are doing so much.” – Senate President Ahmad Lawan
Senate observed a minute silence in honour of the departed compatriots and fallen heroes.

CONSIDERATION OF BILLS FOR SECOND READING
- A Bill for an Act to Establish the National Centre for Cancer Treatment and for other related matters thereto, 2022 (SB. 928) by Senator Yakubu Oseni
“The National Centre for Cancer Treatment is one very important institution that we need in this country. First, to save lives; to save also our environment and also to conserve the economy as well. One in every Six Africans is either moving with prostrate or any other cancer. As I stand here, I have undergone cancer treatment and I know the difficulty that people living with cancer are facing. And in a country like Nigeria where virtually the health sector is really lacking, I think there is no better time to face this menace than now.” – Senator Sani Musa.
“National Centre for Cancer Treatment is one Bill that every Nigerian will applaud. As it is, we don’t have any hospital that coordinates the treatment of cancer patients. I support this Bill and I hope it gets accelerated hearing.” – Senator Uche Ekwunife
The Bill was read the Second Time and referred to the Committee on Health for further legislative action to report back within four weeks.

Senator Francis Alimikhena moved that the Senate do receive and consider the report of the Committee on Customs, Excise and Tariffs on the Customs and Excise Management Act CAP C45 LFN 2004 (Repeal & Re-enactment) Bill, 2022 (SB. 286)
Senator Francis Fadahunsi seconded.
Senator Francis Alimikhena laid and presented the report.
Senate resolved into Committee of the Whole to consider the report.

Senate in the Committee of the Whole and Plenary considered Customs and Excise Management Act CAP C45 LFN 2004 (Repeal & Re-enactment) Bill, 2022 (SB. 286) and approved Clauses 1- 281 as amended, Schedules 1 & 2 as recommended, Interpretation as recommended, Short and Long Titles as recommended, Explanatory Memorandum as recommended.

- The menance of Gully Erosion in Afashio and Afowa communities in Edo North by Senator Francis Alimikhena
“I want to say that erosion sites in Edo sites are gully sites touching negatively on our people. Unfortunately, the State does not have the resources for the remediation of this site. I am joining the mover of this motion to appeal that these prayers that have been put up by him be approved by the Senate.” – Senator Matthew Uroghide
“We have more than 3,000 active erosion sites in Nigeria. It is not just from the people of Edo State. It goes beyond asking Ecological Fund Office to solve the situation. We have to set up advocacy campaign on management of our environment. People do not adhere to topography of our environment. People go to do sand mining and then destroy our environment. I want to also call the attention of this Chamber to our Local Government. Many of our Local Governments are not functioning. What happens to the money that goes to the Local Government to manage this erosion? Having said that I want to plead that State Governments use the ecological funds for the purposes they are meant for.” – Senator Uche Ekwunife
Senate resolved to:
i. Urge the Nigerian Ecological Fund and thr Nigeria Erosion and Watershed Management Project (NEWMAP) to urgently seek a permanent solution to the endemic gully erosion;
ii. Direct the Niger Delta Development Commission (NDDC) to ensure prompt award of the contract for the rehabilitation, culvelting and Asphalting of the Afashio Secondary Scholl Road as captured in the 2020 Appropriation;
iii. Urge the Ecological Fund Office and government at all levels to assist in control of gully erosion sites.
Senate Leader, Senator Yahaya Abdullahi moved that Senate do adjourn Plenary till another legislative day.
